For many years now Kosovo institutions condition the country's citizens to pay taxes on property and some other municipal services for car registration.
Until the show of the Coved 19 virus, according to Interior Ministry data, there were 150 thousand unregistered vehicles.
Pandemia has contributed to the increase in this number. Meanwhile, this condition directly represents violations of human rights guaranteed with the Constitution of the Republic of Kosovo.
Minister of Interior and Public Administration Agim Veliu, acknowledging that the number of unregistered cars is on the rise, has said that to free citizens of these provisions, legal changes are required.
It is a fact that a large number of vehicles in the Republic of Kosovo are unregistered. The number has indeed increased during the time of pandemic, but the increase in this number is the number of vehicles making regular records that, for some reason, have a certain number left. As far as the number of unregistered vehicles are concerned over the years, we with the Central Bank of Kosovo and with the insurance companies, we have started drafting an administrative directive with which we will fix this issue and at the first moment the conditions are created, and circumstances will prosecute”, Veliu says.
He also said that for vehicles left unregistered, MPBAP is acting on early decisions until it adds that the payment issue is regulated with administrative guidelines.
When there's difficulties we're extending registration time. There is also a lack of signs once, due to poor tablekeeping. There are other reasons from time to time, but, we're acting in terms of incontinence with particular decisions so that we can fix this issue... The payment issue is regulated by various guidelines, by laws. So we can rule out, but without legal changes we can't do more”, he says.
While the Minister of Infrastructure, Arba Abrashi, contacted by Kosovo Preress, has said that none of these conditions for registration are in the hands of this ministry. The director of the Kosovo Insurance Association, Sami Mazrek for Kosova Prees, says that under the law in effect, the Law on Taxing in Albanian Property, is defined the means of mandatory property tax collection, which can be exercised by competent organs, respectively.
He has received the overall number of vehicles secured and has found that around 350,000 citizens are conditioned in the process of registering their motor vehicle.
Mazreku suggested that by the date 24.06.2019, they have filed complaints at the ombudsman's institution concerning violations of basic human rights and freedoms or misuse by public authorities and in this regard.
