Budget Review Expected to Pass With PDK Votes

Finance and Transfers Minister Hykmete Bajrami presented and reasoned the Bill on Fulfilling and Changing Law by No Friday to MPs. 07L001 on budgetary divisions for the Kosovo Republic budget for 2020.

According to her, the proposal has been prepared in line with recent developments created by the situation with COVID-19, wanting to be taken into account and address the challenging issues of the entire situation, especially the decline of revenues. She said the adoption of this bill would provide greater opportunities for the country's economic recovery.

Following the session, representatives of parliamentary groups and other MPs are presented their positions in favour and against the bill.

MP Iron Murati from the VV's GP considered the bill to be flawed and, according to him, even conflicts with the laws in force. He counted some of the shortcomings that have been encountered in it and other aspects that, according to him, cannot be realized on the ground. Consequently, he presented his parliamentary group's stance against adopting this bill.

From the LDK GP, deputy Marzezen Hajdini stressed full support for the adoption of this bill, which, he said, would help Government address the challenges caused by the pandemic COVID-19.

On the other hand, by PDK's GP, MP Bedri Hamza said that this budget does not guarantee economic recovery or survival, because, according to him, it has been presented voluntarily.

During the budget review debate, Hamza said that he said the PDK, with all its remarks and concerns, as he said of a badly worked document, would give the vote for and will try to correct it between the two readings.

The former finance minister also said that for the sake of the blockade, which has been done at this time, pandemics for businesses, workers and social categories will support this review.

Gazmend Abashi from AAK's GP said this bill has come as a necessity in the country's situation, so, according to him, Kosovo's budget should reflect on this situation and adapt to actual needs.

While, from the 6+ GP, MP Fikrim Damka said this parliamentary group will support the bill, while their demands will address the functional commission before the second review.

The debate followed discussions by other MPs, who, depending on their political positions and parliamentary groups representing, expressed attitudes and support or in opposition to the bill.

Also, a series of proposals for various projects were provided that, according to MPs, should be placed in budget planning for the second half of the year.

Chief Prime Minister Osmani forced him to interrupt the session, following tension on the part of several MPs who approached the speaker's seat, which was conducting the session.

Meanwhile, the Parliament's Headship, at a meeting shortly after the session ended, decided that the session would continue Monday at 2: 00 p.m.
