With 6 votes to and 4 against, members of the Commission for Finance and Transfera have approved the review of the budget for 2020, and the same has been processed in the Assembly for approval.
In the Commission for Finance and Transfers during reviewing this year's budget revision, remarks were made to this bill by opposition party deputies, as they said they did not have enough for the situation created by David-19.
While Finance Minister Hykmete Bajrami argued the Bill on Change and Fulfilling of the Law on the 2010 World Budget Divisions, Pandemia Covid-19 has said it has hit budgetary revenues as well as the private sector, and for that it is necessary revision.
Therefore, to reflect the decline of revenues and the serious state of business and workers, the government has, according to her, obtained legal initiative since the start of the job in reviewing the budget to take action to face the Corona virus.
“The serious situation in the private sector and the large decline of budget revenues expected to total 231m euros has prompted us to review the” budget, she said, adding that no project has been repaid for this year.
Minister Bajrami stressed that the revised budget enables implementation of the Government programme, until she added that expectations for economic growth for 2020 would be minus 3 per cent.
Bajrami said budget spending will be 2 billion and 620m euros, while 385m euros for economic recovery.
It showed its concern with the high budgetary cost of social schemes, until it said the cost of this scheme has reached the value of the salary category.
Twenty thousand family heads expect to receive 130 euros from the 15th emergency package, so the situation is urgent because the social category has added this list from the pandemic.
Chairman of the Iron Murati Commission, in addition to his criticism of the fiscal order, stressed that this government is undisciplined for the attempt, as he said to touch Trust tools.
While PDK's GP chief, Bedri Hamza, once and a member of this commission, has said it is to be estimated that the job of those governments is to review the budget, but these measures are delayed and the original budget when it is voted in the time of pandemic has not addressed this situation.
The former finance minister stressed that even this review is not adequate for the situation in which the country is located.
“As far as economic growth is concerned, I hope that as low as the economic downturn is, but the previous economic rate of this revision by minus 3 per cent and the drop of revenues by 14 percent, this is a disrepution or non-profession”, Hamza stressed.
VV Commission member Mimoza Kusari Lila has demanded that there be reductions of expenses, as she said of infrastructure or asphalt to confront the serious situation caused by David-19.
“1.2 billion euros were earmarked by Prime Minister Hoti for recovery, so I'm not seeing that in budget review. Now you've come into the situation not to be able to pay 170 euros for workers”, she said, adding that neither strategy to confront the virus.
LDK Commission member Shkelzen Hajdini has demanded that the proceedings of this budget take place as soon as possible, due to lack of means at this time of pandemic.
Fatmir Rexhepi, a member of the LDK, stressed that if it is not taken soon to approve the budget review, the crisis will deepen further.
The sooner this budget is voted on since next session, and jointly we support it because the domestic crisis can deepen”, Rexhepi said.
AAK MP Gazmend Abrashi argued that the 170m-euro emergency package addressed mainly to the private sector has dilemmas from the private sector on what level it is at.
“There's a lot of confusion in budgetary divisions for the emergency package, and as far as this issue has reached, as well as whether the means for March and April are ahead with revision? ” asked Abrashi.
The Commission is still discussing this point for two hours now.
