United States of America or the European Union?
On one hand, it was former Prime Minister Kurti who in many cases disagreed with US President Donald Trump's special envoy for Kosovo dialogue Serbia, Richard Green and on the other, Kosovo President Hashim Thaci disagrees with Lajcak and Borell as two engaged in dialogue and coming from states that have not recognised Kosovo.
With delays in lifting 100 per cent customs duties on Serbia and establishing reciprocity, former Prime Minister Kurti lost co-operation with the US, while the EU was alongside Kurti.
And these developments in the Kurti government were among the reasons the Democratic League of Kosovo emerged from the coalition and brought down the government with the no-confidence motion.
Now, which the LDK has the prime minister and leads with the government, what will be the orientation of Hoti and Kosovo to international partners?
Prime Minister Hoti himself has indicated that he and his government will not make the mistake of choosing or-or between the United States and the European Union.
We will not make a mistake choosing between the United States and Europe. I won't make the mistake of saying we're with him or this. We're with both. But we won't even go in without Washington. There is an extraordinary interest in Washington to conduct the” agreement, Hoti has indicated.
Analyst Imer Mushkolaj says this division has been made for domestic political interests.
He says no agreement between Kosovo and Serbia can be reached without the agreement of the United States of America and the European Union, and that according to him, the “iders and supporters of this split”.
“This division has become more for domestic political interests because even those idears of this division know correctly that no agreement with Serbia can be reached unless between the US and the EU has some agreement. So it's for domestic political consumption and I believe the new government should have access to both the EU and the United States because otherwise it can't function. Even listening to the president criticize Lajcak, I'm still saying it's for political points and if the US and EU disagree on this there can be no Kosovo agreement Serbia”, Mushkolaj told news.
Mushkolaj even stresses that, promoting such a division and this approach is at the expense of Kosovo.
“We as a country are part of Europe, aiming at the European Union, of course the United States has a huge role in the statehood of Kosovo, but again I'm saying there must be reconciliation between the US and the EU to reach agreement, any other approach is at the expense of our”, he said.
Speaking of the resumption of dialogue, Mushkolaj says the entire political crisis in Kosovo has occurred in the function of creating conditions for restarting dialogue.
He adds that despite this, the issue depends on the commitment of the United States.
“All the political crisis caused in Kosovo has occurred precisely with the goal of restarting dialogue and continuing dialogue, respectively, continuing the process is the logical course of all that has happened, I expect dialogue will resume but I don't know whether an agreement will be reached this year. Much depends on the commitment of the United States, especially after the developments there and the situation when the election campaign for President” begins soon, Mushkolaj stressed.
Mosskolaj says the impact may also have reconciliation between Kosovo and Serbia for the resumption of dialogue.
However, it depends greatly on the reconciliation of the parties, in this case of Kosovo and Serbia, unfortunately Kosovo in such processes has never had a decision-making role, Kosovo has always agreed with the proposals of the US and the EU, and sometimes with Serbia's proposals, so Kosovo is not a negative factor, but I believe Kosovo is ready when it is ready, the US, the EU and Serbia<1>.
On the other hand, Richard Green and EU Special Envoy for Dialogue Miroslav Lajcak have warned immediate co-operation and quick resumption of dialogue.
Green in his tour of government formation says he is eager to co-operate with Kosovo's new government, while Lajcak has warned Kosovo and Serbia during June, citing even a short <x0-term dialogue recovery”.
