Rukiqi: Privatisation of Telecom and Establishment of Commercial Court Needed

The new government must form the commercial court as soon as possible to have judicial security, as lack of rule of law remains one of the main reasons why there is no investment in Kosovo.

Thus has the chairman of the Kosovo Economic Ode, Berat Rukiqi, who has welcomed this government's plan to handle public enterprises, especially for the privatisation of Telekom.

Rukiqi has also said that for the country's citizens not to have social discontent, the government will need as soon as possible or until the end of this month to implement completely the measures of the Fiscal Emergency Pack to begin with economic recovery by July.

According to him, Kosovo is one of the countries that has suffered most from the Codov-19 pandemic and private sector expectations by the new government are related to economic recovery actions.

“Based on international reports and our analyses as much as we have seen in the private sector, Kosovo will be one of the most economically affected countries in terms of economic impacts or effects of pandemic on the country's economy. That 5 percent of forecasting to be economic contractions certainly has to be restored, but it cannot be recovered without concrete and efficient actions by the country's government in the middle of a package of economic recovery. Therefore, private sector expectations in relation to this government chosen last week are directly linked to actions it will take for economic recovery”, Rukiqi points out.

Regarding the delays in implementing the Emergency Pack, especially for workers and businesses, the head of OEK says that even though the famous “package has lost its famous <x1nd) emergency resources, by the end of this month it must be completely improvised to begin with the recovery measures by July.

Whatever it is, it's lost the sense of emergency, but at any moment you need those tools. A euro expected to be taken today is worth much more than a euro expected tomorrow. Hence, there is the question of the value of money at the right time and time. We expect the actions of parliament and government, the positive side now when we speak is that there is a communication... I think even long-responding MPs, the new government should be mobilised to have an added dynamic, maybe even every day if there is a need to be a plenary session and to face the challenges associated with the country's economy. Because, then both the government and parliament will all have a problem if social discontent increases, at the same time the well-being of the country's citizens is damaged as a result of delays”, he declares.

The OEK chairman has praised the government's programme for handling public enterprises, especially the privatisation of Telekom and the rule of law related to the commercial court, which has stalled steadily.

I appreciate the programme at the point that will deal with the part of public enterprises, especially the privatisation of Telekom, something that has stalled and that is the last time you might think of saving this company through a first restructuring or for private capital introduction opportunities. I also appreciate the focus then on the rule of law part related to the commercial court and certain actions that need to be taken because judicial security remains one of the main reasons why the scan investment in the country remains. However, there may be a halt. What Kosovo needs and lacks five years of increased dynamics is that of adopting relevant laws and reforms that can help the private sector”, Rukiqi says.

He has finally said that if the right actions of this government are taken in the summer of next year.
