Roseta Hajdari's 1.1m-euro tender with illegal signatures

So, in this case, Secretary Irfan Lipovica is considered to have committed serious legal violations by authorising him to sign a contract to a person who had taken his powers and delegated it to another person for all the contracts at MEPTINSI.
