The chairman of the Kosovo Chamber of Economics (OEK), Berat Rukiqi, has demanded that the budget review take place as soon as possible.
He in an interview for Online Economy said the first part payments from Pako Emergency for all companies that have met the conditions have yet to be made.
According to him, these obstacles that the Assembly is now making in its failure to approve the budget revision and part of international financial agreements are making it difficult to implement the package.
The first part of the emergency package for all the companies that have applied has not actually been completed. I'm talking about companies that have met the terms and also about the second half and there's still no signal since you can execute”.
“These obstacles that Parliament is now making if it fails to approve the budget review and part of the financial agreements, international, are making the share of the emergency package difficult and are sending negative signals to the future, knowing that the share of the economic recovery depends precisely on international agreements that are in place or in support of this phase”, he added.
In addition, he says most businesses are failing to circulate more than 50%.
According to him, the only hope remains the Regeneration Pack to get out of this situation we haven't had since the war.
“For the private sector is a state of not easy, a situation we haven't had since the post-war, completely an unknown situation. Realistically, most businesses are open, and another part is expected to open up after the government's recent decisions. If we compare this year's circulation in proportion to last year, it doesn't exceed 50%”.
Rukiqi said that even when the emergency package was designed there wasn't enough legal grounds. He showed the consequences of the lack of budget that will destroy the country's economy.
“Even when the Emergency Package was designed there wasn't enough legal base. We have even then called on all to mobilise position and opposition to sit in parliament and discuss what is the best way out so that the private sector will not suffer.
“We are talking about a large part of the citizens of this country who are dependent on the measures the country's institutions will take and there is no responsibility only for the Government, but also the Parliament, which has to make decisions for the benefit of citizens”.
“should provide the tools from international funds a portion but normally from domestic resources, including the internal budget, but also attract a good portion of the penisonal brain that 10%. The consequences are such that will destroy the country's” economy, he added.
