This manual is 153 pages and it's only available online on the Health Ministry website.
The drafting of this document became a measure for preventing the spread of pandemic, after increasing the number of cases with the Devov-19 disease in Kosovo.
This document, however, is not being implemented by citizens. Some of those we talked to in Pristina have not read at all the manual that has 153 pages.
Those who have read it have their own observations, describing it as very loud.
Gramoz Bajcinca and Beauty Shala tell Radio Free Europe they have not heard a manual from the ministry.
I haven't seen him, I don't know. I've seen the minister's recent decision about locals, but it doesn't touch me, it touches the premises. I haven't read the manual. I didn't know there was a body manual, says Gramoz Buffinca.
Although he has not read it, Beauty Shala from Pristina, there is no hope that this manual will be useful.

The manual was also criticised at the Parliamentary Commission for Health
On Friday, Health Minister Andmend Zemaj reported to the Parliamentary Commission for Health and Social Goodness.
The chairman of this commission, Albena Resiti, has shared the same concern with citizens.
According to her, the manual for protection from the spread of Ovid 19 has to be shorter so that citizens can have a easier approach.
“We have the manual and we think it's a beautiful volume material for the period in which we're going through and the citizens of the country need a shorter brochure, with precise information, short and access to practical exploitation”, Resiti said.
Minister Zemaj said on the commission that the manual presents a summary of different guidelines from different areas and that it will be updated in a continuous manner.
This manual specifys details on how to organise work in allowed activities, private businesses, gastronomies, public companies, public institutions and any other” activities, Zemaj said before members of this commission.
What does this manual contain?
The health ministry's Web site, published for protection from the spread of Avid-19, has 153 pages.
In this manual, besides the data on what it is, how it spreads, and what the measures for its prevention are, there are also rules on how to reduce the spread of Ovid-19 in the workplace.
If an employee is confirmed to be infected with Covid-19, employees should inform other employees of the possibility of exposure to them at Covid-19 at the workplace, but must maintain privacy according to ethical regulations. Employers need to instruct employees on how to continue their work based on the guidelines for this”, the manual says.

According to the Health Ministry, all respective institutions are obliged to implement the measures set out in this manual, depending on their specifics.
