Kosovo aims to recognise Serbia, does not want compromise

Kosovo Prime Minister Avdullah Hoti's warning that no compromise in future negotiations with Serbia will be accepted, is seen with dilemmas in Pristina.

The recognition of political processes in Kosovo, Donika Emini, says that Kosovo's giving up the membership process in international organisations is the first compromise the government has made since its arrival in Washington on 27 June.

“was phased out of membership in international organisations in an explosive way, and this was confirmed by the US, as the main sponsor of Kosovo's membership in international initiatives, so it was the first compromise Kosovo made. Another compromise was the removal of reciprocity. Tarifa has always been controversial, but if you have consistently given up on principles and in the end claims that there is no compromise, then it is very little reliable”, says Amyni.

Emini says Kosovo has not proven that it has a favourable position not to accept compromises since, according to her, the government “Kurti” collapsed under efforts to create the circumstances to go to Washington to sign a fast and nontransparent agreement.

Kosovo institutions were constantly criticised for compromises that took place in past political processes.

Policy researcher in the Development Democracy organisation, Wisar Jamaica, estimates that any agreement that has been reached in the past as a result of talks with Serbia has concealed a compromise behind it.

The same believes it will happen with the negotiation process, which resumes on 27 June at the White House in Washington.

We have witnessed that many agreements have been compromises reached during the dialogue between Kosovo and Serbia. I think Mr. (Avdullah) Hoti's statement has been more of a public pulse preparation that will have a stronger position in the face of dialogue against Serbia. At the moment when the Kosovo side enters the dialogue, the possibilities for compromise increase”, Jamaica says.

But against any kind of compromise, Kosovo Prime Minister Avdullah Hoti was declared Wednesday in a debate with members of civil society.

The prime minister said he believes the question of dialogue is going towards what internationals will demand from Serbia recognition of Kosovo's independence.

There's no compromise. I don't want to sound harsh, I honestly believe there's no compromise in this deal. Our compromise was in 2008. The whole Kosovo constitution is compromise”, Hoti said.

Same as Kosovo Prime Minister Avdullah Hoti, Serbia's president, Aleksandar Vuciq, said there is still no agenda scheduled for the June 27th meeting.

But for one thing it was certain, it will not be discussed recognition of Kosovo's independence.

Vuciq said that if the Kosovo side, Prime Minister Avdullah Hoti, respectively, has the issue of recognising Kosovo's independence on the platform of talks, better not go to the meeting at all.

Although the discussion agenda of the June 27th meeting is not yet known, connoisseurs of political processes in Kosovo say that in no case should Kosovo allow discussion of subjects exceeding the Constitution.

Visar Jamaica from the Development Democracy organisation says Kosovo has made numerous concessions in past negotiating processes, but that now, at any cost, it should rule out the possibility of discussing the change of territory.

The “Secila agreement must be based 100 per cent on the substance of the Kosovo Constitution, in which it is said territorial integrity is inconsistent”, Jamaica says.

On the other hand, political processes connoisseur Donika Emini does not believe Kosovo will come out of the final agreement with Serbia without a possible compromise.

“A has been territory, or it has been political, which I think Serbia wants most because of its continued influence in Kosovo, especially through something like the Association of Serbian Communities or any other compromise that gives Serbia the opportunity to still be politically present in Kosovo”, Emini tells REL.

Although the format and topics on which the White House will discuss 27 June have not been made public, the US president's special envoy for peaceful talks between Kosovo and Serbia, Richard Green, has insisted that he is interested in boosting economic co-operation.

Until Grenelli held the post of American ambassador to Berlin, he managed to bring together two delegations -- that of Kosovo and Serbia -- to sign two important agreements.

The first for reopening an airline between Pristina and Belgrade, as well as the second for functionalisation and modernisation of the railway link between the two countries.

An intensive effort to resume dialogue between Kosovo and Serbia is also making the European Union.

The European Union's special envoy for the process, Miroslav Lajcek, has held meetings with institutional and political representatives.

Lajcak said he has brought the dates of relaunching dialogue to Pristina while demanding a union of the political spectrum for this process. But so far it is not clear what the European Union's involvement in Kosovo's negotiations with Serbia will be included, as the primat has taken over the United States of America.

Kosovo and Serbia launched a dialogue process in 2011. It started as a technical, but later became a political process.

Under this process several agreements were reached, most importantly the April 19th of 2013, which is known as the first agreement for “the abnormalisation of relations”.

The process of dialogue between Kosovo and Serbia was blocked November 2018, when Kosovo institutions imposed a 100 per cent fee for products originating from Serbia and Bosnia and Herzegovina.

Reaching a final agreement between Kosovo and Serbia has been called for years by the international community until it is considered a necessary step in the journey of the two countries towards European integration.

An eventual agreement is designed to pave the way for the recognition of Kosovo by states that have yet to recognise independence as well as membership in international organisations, including the United Nations Organisation.
