The executive leader indicated that the dialogue process would be led by the country's prime minister, while inviting all party leaders to be part of this process.

“Dialogue will only develop on the basis of Kosovo's constitution, dialogue and the country's prime minister. I don't want to compete with other institutional carriers of the country because my constitutional powers are clear on all issues including dialogue”, Hoti has declared.

As for the principles of dialogue, Hoti stressed that Kosovo's territorial integrity is non-negotiable.

The first principle is that Kosovo's territorial integrity is non-negotiable, second is the constitutional and state organisation of Kosovo is non-negotiable, and the third agreement that needs to be reached should be in line with the spirit of the Kosovo Constitution”, said.

Until the paper for the principles of dialogue, the first executive said, there is no point in any agreement that would not ensure seating in the UN and recognition of Kosovo by the 5 EU nations.

He stressed that the vital goal of Kosovo- Serbia will be abolishing resolution 12 44.

The first “is mutual recognition, there is no understanding of any agreement that does not ensure mutual recognition and no mutual recognition, but recognition that provides seating at the UN and provides immediate recognition from the 5 EU nations that have not yet recognised us. Beyond that we then enter into processes of Euro-Atlantic membership rules in the EU and Nato... Our objective in this agreement is to address all open issues between the two countries, the unstopped, the damage to war, the success of the former Yugoslavia's wealth, and a long list of pending issues... As the key objectives of the dialogue process is to abolish Resolution 12 44”, he said.

As for the organisation of this process, Prime Minister Hoti indicated that they will establish a forum involving political party leaders and which will have an overseer role in the process.

“As far as organising the process, first we will create the forum of parliamentary political party leaders, which will be consultative in order to build the necessary political consensus in the country, this forum will not receive any competence that the prime minister or assembly or president has. It will be a forum that will inform him of the positions he will take as prime minister in the dialogue process ... I have met with leaders of political parties who are part of this dialogue we have invited the opposition and from here he has asked them to listen to us, our approach to this process and become part of the” process, he said.

Hoti also addressed a request to the Kosovo Assembly, where she requested that the latter establish a parliamentary commission in which all parliamentary groups will participate, where they will have the opportunity to closely monitor the process of dialogue and which must be led by the opposition.

While the academy, Mehmet Kraja, stressed that the basis of dialogue between Kosovo and Serbia should be the constitution of Kosovo, until it disclosed that Kosovo's political factor cannot be presented separately.

The “Basis of dialogue with Serbia must be the constitution of Kosovo, this we have made clearer now, and at this point I believe a general consensus has been reached. What has been lacking in the current process of dialogue has been the instability of Kosovo's political factor, participants or not in the negotiation process... A part of the external factor has interpreted Kosovo's readiness to be constructive in dialogue as readiness to compromise beyond the basic principles of the constitutional... Kosovo's political factor cannot be presented divided in such a way that someone will make dialogue with the US mediation somebody with EU mediation”, he said.

We remember that the dialogue between Kosovo and Serbia was suspended by November 2018, when Kosovo authorities had imposed a 100 per cent tax on the goods of Serbia and Bosnia and Herzegovina.

Meanwhile, this move has been replaced with reciprocity, but the new government of Kosovo Prime Minister Avdullah Hoti has removed all measures, due to what he has said, removing all obstacles to continuing dialogue with Serbia.
