EU creates drafts of states with which it will open borders, between them and Kosovo

The list has already sparked controversy, as sources found that the United States' worst-inhibited country worldwide by COVID-19, with more than 2.4 million cases, is not in it.
Brazil and Russia are also believed to be on the list of non-accessions due to their response to the virus.
On Thursday, European officials failed to make a decision on which countries will be barred from entering even after the bloc's external borders are opened, with an EU diplomat telling Euronews that officials “cannot reach an agreement” and that talks will continue on Friday.
Euronews has received, from EU diplomatic sources, the full list of countries for which Europe's borders will be opened, and can confirm that Brazil, Qatar, St. BA and Russia are not really in it.
Sources also questioned the date of the reopening of the 1 July border, suggesting the agreements would not come on time.
The full list of countries whose citizens will be allowed to enter Europe, according to the draft list, is the following:
