The ministry has said Borissov, journalists and other media staff who have attended the church visit are involved.
Orthodox Monastery, Rila, is more than 1,000 years old, so it is considered one of the tourist attractions in this country.
Bulgaria has started to ease restrictions measures imposed following the outbreak of the new coronary, but authorities have recorded 606 new cases of infection last week, bringing the total figure of affected to 3,984.
Of them, 207 people are dead.
