Revising and valuing rejection lists for some farmers is required

The Kosovo municipalities' association has been addressed with a request to Agriculture, Forestry and Rural Development Minister Besian Mustafa for reviewing the criteria and re-evaluating the farmers' lists that are on the reject lists due to their non-recognition of some complaints about subsidies.
In the AKK letter, signed by Z. Mr. Chairman. Xhafer Gashi says:
“As a result of the situation created with COVID 19 and the closure of markets, Kosovo farmers have suffered a lot of financial damage, as a result of this pandemic, their agricultural products have not been able to crack into green markets, export abroad, supply restaurants, hotels or other agricultural products. The consequences of the difficulties created by the situation with COVID 19 have influenced investments made by farmers, which investments have not resulted in profit for them.
Kosovo municipal farmers, as envisioned by the 032018 Administrative Guide, have applied for direct payment ʹ subsidies, which as procedures are conducted in municipalities, respectively, to relevant municipal directors.
Municipal officials from their evidence and visits to the field this year have noted a decline in the number of apps in municipalities. The municipalities have also identified leadership farmers and a number of them, even though better farmers, for various reasons are now on the blacklist based on reports by MBPZHR inspectors.
Good farmers are professional in their work, but do not recognise bureaucratic procedures of the use of rights for complaint, and therefore are on the ministry's blacklist. As a result, farmers have been expelled more than for the applicant year.
In view of the high arguments, we like the AKK ask you to review the criteria and re-evaluate these lists so that you can help farmers overcome the difficulties created for their activity with additional problems created even by the consequences of the pandemic.
Please review possible mistakes caused also because of the aimless cadastral defects of farmers so that they do not follow as a applicant, with a long - term exception envisioned on the black list.
