New measures do not warn rapid return of normality to justice system

Most of the court hearings, scheduled for the second half of March and for April, have been cancelled in order to avoid spreading the COVID-19 virus. Exceptions include hearings for the appointment of the detention measure, KOHA writes.
The president of the Court of Appeals, Hasan Shala, has said this court has worked on emergency cases and those that jeopardised the prescription.
All emergency cases have been addressed. Appeal judges are working”, he said.
Kosovo Judiciary Council has told “COMM THE former” that the functioning of courts depends on the government's decision. This council, in its decision, has established limited activities of the courts.
“Reducing all activities within the Kosovo Judicial Council and all Kosovo courts... Court heads will appoint judges and administrative staff sufficient to supervise and implement only the activities of the emergency nature, those of assigning measures to ensure the presence of defendants, detention or other measures, cases of domestic violence, other measures, as well as other urgent cases that could eventually be presented”, the KDR ruling said. All hearings for the appointment of detention measures or continuation will reportedly be held in this decision.
