Kurti Seeking International Support

Kosovo's incumbent Prime Minister, Albin Kurti, has recently undertaken a kind of offensive to inform European and American officials and institutions about current developments in Kosovo, noting even his claims that President Hashim Thaci's initiative to form the government without the winning election party is unconstitutional. Downloaded by no-confidence motion in the Assembly and in the time of pandemic when he cannot travel and meet European leaders, Kurti has chosen the form of sending letters with explanatory information on what is happening in Kosovo, starting with the management of the situation with the Corleone pandemic to the created political situation following the vote of no-confidence to his government on March 25th.
Normal communication or dramatization of political internal issues?
These letters, according to the incumbent prime minister's office, are within the regular communication the prime minister has with partner states.
“Since taking office in early February 2020, we have had many letters related to different leaders and institutional leaders in the European Union, the US and other countries”, says incumbent government spokesman Kryeziu.
Among the numerous letters, Kurti recently addressed the European Parliament's Foreign Affairs Committee, where he stressed that President Thaci, backed by some parties, is trying to realise an unconstitutional scenario.
“With the reasoning that the conditions that must be met for organising elections do not exist, the president, supported by some political parties, took a series of actions trying to improvise an unconstitutional scenario. This is an unconstitutional act, which violates even the stances of Speaker of the Parliament, Miss Vjosa Osmani”, wrote Kurti.
Political analyst Blerim Burjanim says Kurti is currently fired and that such letters, according to him, do not need to be sent at all to officials of European or American institutions.
If there are complaints, it's perfectly normal that the Constitutional Court has written to him, it awaits the Constitutional Court's ruling, and everything must be flowing in normal form. But there is no need for this dramatization and effort to create an unnecessary internationalization of”, Buryan says.
According to him, there is an effort by Vetevendosje and Kurti to broadcast a kind of warning that if they leave power, then there may be consequences for political stability in the country and that message is being transmitted to internationals as well.
But these letters are in the context of a completely normal communication that the prime minister and the government maintain “with friendly states and partner”, according to spokesperson Perparing Kryeziu.
He says that with these letters Kurti has expressed thanks to countries and international institutions for the support shown for Kosovo, with particular emphasis on fighting organised crime and corruption, reform in the justice system, and fighting and preventing the spread of the COVID-19 pandemic.
In some of the letters we have expressed our positions on issues of national importance, such as dialogue with Serbia”, he says.
The aim of these letters, in addition to maintaining communication with them, is to improve our partners on the work of the Government of the Republic of Kosovo, its official positions on issues of particular interest, but also informing them about political and institutional developments in the country”.
For us, it's extremely important, but it's also required that the Government's work and issues that are related to its scope, our partners be informed directly by us”, Kryeziu says.
Are institutions outside Kosovo the address of problem resolution?
On the other hand, Blerim Burjani says international recommendations and support for developments in Kosovo may be helpful, but Kurti's approach and the ruling party, according to him, is wrong.
“The problems of this nature must be resolved with internal political dialogue. The power belongs to Kosovars and that Kosovo is an independent state, so each job and state activity should be done in the Souza or internal frameworks of the state, and there is no need for complaints to take place outside the country's” institutions, Burjan points out.
In addition to European institutions' officials, Kurti has written letters to US vice president Mike Pence, who has not made it public but has commented on it.
Kurti has clarified that Vice President Pence had been heading to him since April. He says such a letter was necessary because there were some misunderstandings, so he had clarified his position in relation to many issues, including dialogue with Serbia.
“A piece of paper refers to the situation with the word "Convid-19" and I also expressed our views on dialogue with Serbia and did not complain to anyone about Ambassador Richard Green”, had declared Kurti after reporting that he had complained to the US vice president about the role of Ambassador Green in dialogue with Serbia.
Kurti was addressed with a letter to the Venice Commission (Venedik) concerning Kosovo President Hashim Thaci's decree for the mandate of Democratic League of Kosovo candidate Abdullah Hoti for future Kosovo prime minister.
But this Commission had asked Kurt to wait for the Kosovo Constitutional Court's ruling, which was addressed on 30 April to the Vetevendosje Movement, aiming to bring Thaci's decree on forming the government without the winning party of the October 6th election as anti-unconstitutional.
On 1 May, the Constitutional Court in Kosovo has decided in favour of Vetevendosje Movement's request to suspend the implementation of President Thaci's decree until May 29th, time needed to examine the course sent by Vetevendosje, regarding the constitutionality of the president's decision to the new prime minister.
Kurti and Vetevendosje are seeking some kind of international support for their stance that following the motion of no confidence in the current government, which under the Constitution is currently on the run, Kosovo cannot have a new government without elections. /rel/
