European Union Foreign Policy and Security representative Josep Borrell and his mandated office to mediate future talks between Kosovo and Serbia appear to do not rule out the idea of exchanging territories in case of an eventual agreement between the two sides, an option that Germany, some EU countries and the United Kingdom reject because of fears of new conflicts in the Western Balkans.
