The incumbent government has taken over the implementation of all pledges, which connect to agreements resulting from Brussels' dialogue. This is listed in the National Programme for Implementation of the Stabilisation and Association Agreement (MSA) 2020-2024, which was approved last week at the executive. Part of the SAA's obligations is also normalising relations with Serbia, including implementing signed agreements, respecting the principles of regional co-operation and effective co-operation with the foreign policy mission, Security and Defence.
It also mentions the agreement on the establishment of the Association/United Serb Majority municipalities, the mechanism against which the Vetevendosje Movement has been ongoing. However, the path that will be pursued and actions that can be undertaken is not accurate, reports KOHA.
“in December 2015, the Constitutional Court has issued an act of justice concerning the Serbian Majority Commission for Association. The Kosovo government will always act in full accordance with the Kosovo Constitution and the Constitutional Court's decision”, writes in the SAA National Implementation Programme, a copy of which it has provided “Koha Ditore”.
The Constitutional Court had ruled violations in all seven chapters of the agreement, but did not bring it down, recommending that violations be averted in the case of drafting the statute. This agreement, which is up to the first agreement on normalising relations between Kosovo and Serbia, has been addressed several times since 2013. But, the principle agreement for Association/Uniship signed in 2015 during the rule led by Isa Mustafa was declared unconstitutional. In Coalition Agreement and Government Programme V The V-LDK was not addressed the foundation of the Association/Unity. The opposition Vetevendosje movement has staged protests, along with other opposition parties, in opposition to this agreement. The paper has asked the Kosovo government on Monday how this issue will be addressed, but have said they will respond later.
