Arian Elshani, representative of The PDK in the CEC has commented on the Kosovo government's organised quarantine, compared to the quarantine measures that neighbouring countries have made. Elshani compares about 500 limited countries to the poor conditions of Kosovo quarantine with Albania, Montenegro and Macedonia, which have hired hotels for quarantine by providing better refugee conditions, but also providing an economic assistance to hotels that are particularly affected in this period. According to data that Elshani Montenegro has released even though Kosovo's 1/3 is available 1,200 quarantine countries, North Macedonia 2300 and Albania 2000.

Agon Musliu's death sealed the failure of quarantine management at the Student Centre, where Kosovo's repatriated citizens settled. There has already been enough evidence available not only for negligence and irresponsability but also for lack of order, disrespect of distance, internal gatherings, poor conditions, and hydrosanitary shortcomings.

The Democratic Party of Kosovo has made numerous calls to increase quarantine capacity in order to enable the repatriation of more Kosovo citizens who expressed the will to return to their homeland. However, the government has only sufficed for the capacity of about 500-seat Student Centre.

To understand the failure to manage quarantine by the dismissed Minister of the Vetevendosje Movement, it needs to be seen what neighboring countries have done, and immediately there is great contrast. Unlike Albania and neighbouring countries, the government Kurti selected a unique model of quarantine in dormitories, the model from the start was criticised for “ferin” “depression” and the confusion our fellow citizens passed through. Unlike us, and better than us, Albania decided in quarantine service: the state-owned cavalry (the soldiers' rest house) in Durres with the maximum capacity of 350 sea-side countries. The Rama government has also hired 14 hotels on Durres and Golem Beach with a capacity of about 950 rooms. Also, official Tirana has hired private hotels in border areas such as two hotels in Korca, a hotel in Gjirokastra, one in Pogradec and two in Kukes. Thus, the entire Republic of Albania has made about 2,000 quarantine sites available in hotel environments.

Unlike us, and better than us, Montenegro put private hotels with about 1,200 total quarantine beds in service, mainly on the coast. Unlike us, and better than us, North Macedonia, decided in service to quarantine the repatriated around 2300 countries, combining private hotels and state environments. Also, Albania, Montenegro and Northern Macedonia took into account the psychological and social impact of quarantine, so citizens treated them with dignity by offering them the dignified comfort of hotels.

Here they have had a double effect because on the one hand, it allows them to quarantine more acceptable hotel conditions in popular tourist environments, and on the other, it has come to the aid of hotels under these difficult circumstances. The hotel system has been the most hit economic sector by the pandemic crisis, and hiring hotels from the state to be used as quarantine would also allow for economic assistance.
