AKK submits to two ministries demand for revision of second phase retributive measures

Kosovo Communist Association Executive Director Saban Ibrahimi tells Kosovo that it has been promised there will be a re-evaluation of the measures during the second phase. For this, a request has been submitted today to the Ministry of Health and Local Power.
We've been discussing this case for a week, we have a group of mayors where several initiatives have been. During this week we discussed with the board members management, and we have had no obstacle to such a request. And the request today has been addressed to Minister Arben Vitita and Emily Rexhepi to start thinking about reevaluating the measures of the second phase, so that we can move to the third phase”, he points out.
In addition, Ibrahim points out that mayors have estimated that there have been improvements in the struggle with the David-19 pandemic.
The “in that meeting is promised that during implementation of the second phase, which has begun last week to continue even next week, it is stressed that it can be negotiated on the basis of implementation. Applying the assessment may also review the implementation of the second phase in order to cut and enter directly into the third phase. We've requested this as the Association of Kosovo municipalities, the opportunity has been given us. The mayors have estimated that there are improvements in the field as regards the Codavi-19 pandemic war. And for now, the mayors of municipalities, except that public health priorities, are now beginning to think about economic health”, Ibrahim says.
The local level “assessments are that personal revenues have stagnated, expected from personal revenues based on the medium-term cost framework is meant to raise about 80m euros this year at the local level. Considering that almost two and a half months have passed and that personal revenues have declined dramatically, we can say that perhaps 15 percent or not inflows have been collected from property tax, from construction permits because everything has been almost blocked. And from taxes on businesses that were blocked during this time, they didn't have surgery. We are thinking that now is the time to think that besides public health”, Ibrahim adds to Kosovas.
Next week he says he will start doing an analysis to see the socio-economic impact on Kosovo municipalities during the pandemic, so to recommend the central level what needs to be done next.
He adds that municipalities are respecting all recommendations of the IKSF and the Health Ministry. In addition to the health of citizens, however, their economic and social well - being should be considered.
The Ministry of Health has announced that reassession is under way for many activities, including businesses.
