Stop cheating in pandemic time!

In order to inform fair opinion and all citizens about the bad information and fraud of unforeseen expenses, and that Albin Kurti and many others gave an incorrect term to the Fondi Reserve I am giving an explanation as follows:

First: Kurti has set off 170m euros like Santa, but he's not stopping by saying he spent 6m euros. Where he got 170 million 'cause he thought the safe was zero! Those funds were inherited from the government last year, as they did not come from VV points or from heaven. More precisely, 400 million Euros were in the vault.

Two: Every year the Government, in case of budget preparation in the Republic of Kosovo, envisions a budgetary category called “Unforeseen Expensive Expenses and Reserves” (see page 82, appendix 1, Law No. 07L-001 Over the Business Divisions for the Kosovo Republic Budget for 2020, where 8,800,000,000 euros have been allocated for this year.

Three: For 2019, based on Law No. 06L-133 Over the Business Divisions for the Kosovo Republic's 2019 Budget have been divided 5,3830,000 euros, see page 82. Add 1. This budgetary category is spent within every fiscal year by December 31st and no means can be spent from the previous year. So, with budget approval and the start of next fiscal year is available for spending “category Unforeseen Expenses and Reserve”

So here lies the fraud and disinformation of Mr. Kurti, who made public opinion and all citizens of the Republic of Kosovo.

Law No. 07L-001 on the Business Divisions for the Budget of the Republic of Kosovo for 2020, Article 14 says: Unforeseen Expenses and Reserves

1. Unforeseen expenditures are divided into sub-program: “Unpredictated expenses” on board 3.1., and these tools are divided in line with the LMFPP's 29th article in preliminary consultation with the Ministry of Finance and Transfers.

2. In keeping with paragraph 3. of LMFPP Article 29, Government can authorize the minister to approve transfers from sub-program: “Unscheduled spending” on any other sub-program on board 3.1. and chart 4.1. for individual sums required up to 40 thousand (450,000) euros. The quantum sum of this authorization's separate means cannot exceed twenty percent (20%) of the annual sub-program split sum: “Unscheduled expenses”.
