Furthermore, the decision on new restrictive measures contains all restrictions on the state of emergency, but not on legal benefits, among which the most important is automatic suspension of obligations and legal deadlines.
In the end, but not in importance, the decision on the new restrictive measures represents unprecedented disregard for the Constitutional Court's act, since freedom of movement has again been restricted to the country's level of even higher, with a single decision and with no fulfillment of the legal base which by the Constitutional Court has been deemed insufficient for such restrictions on freedom of movement.
