Can Pacolli vote from Switzerland unless he comes to Kosovo, what do they say in the Assembly?

Within this week, Parliament deputies will gather to vote on the new government. However, problems with presence in the hall may arise to the head of AKR, Behgjet Pacolli. As far away as LDK's talk about co-operation, in the country it shows that they have yet to examine the possibility of online voting. From KDI, to the [...]
The Democratic League of Kosovo could face a problem with AKRA MP Behgjet Pacolli's vote, at the session, which has been warned would be called within this week to vote on the government, even though the party of the same still has clarified the position on the new coalition.
The head of the AKRU has been told after receiving permission to return to the country, that once it enters Kosovo's territory, it will enter quarantine in dormitories. That remains why Pacolli has not returned from Switzerland, for which he has reacted to the Government in office during the day.
Who are you to judge my vote? What if I publicly declared that I would vote in front of you? No, I don't believe it! I voted you to believe in rotation, in your new energy, in the need for change, but what's happening to me is disappointing! That's my response to my behavior to you”, Pacolli wrote.
However, his presence in Kosovo has not stopped AKRU's contact with the Democratic League, which has been talking to parties about coalitions for several days.
LDK chief Isa Mustafa has called last night in a response to the Express Journal, so Pacolli can be granted permission to return to Kosovo. With it, Mustafa says they have access to co-operation.
Since this has not happened, the party that has to secure 61 votes to take over the executive leadership has warned remote co-operation.
LDK chief of deputies Arben Gashi has declared today that with Pacolli they have continued contacts, while citing this form of co-operation.
“Pacolli, you know, if he taught us anything about the coronary, it was to cooperate in the distance, I don't know if he'll be present, but the LDK chairman and prime ministerial candidate have talked to him”, he said.
The Express newspaper today has asked the Parliament Secretariat, about the possibility of being organised online voting for MPs on the day of government formation.
Parliament Secretary Ismet Krasniqi has told Gazeta that so far they have not been taken with the possibility of organising the vote in that form.
“I can't say something about this topic, because we're still dealing with the possibility of organising online voting”, Krasniqi said briefly.
The warning of internet voting by UN connoisseurs is said to be unknown in the regulation of this institution.
Agnes Haxhiu from KDI has told Gazeta Express today that regulation does not present the holding of collections with corruption. She says only development of work in environments outside headquarters is allowed.
“The construction of the Parliament's work, does not know the practice of holding meetings with corruption, but only allows the development of environmental work outside the Assembly headquarters”, she said.
Haxhiu explains there are two options that can be processed in the assembly to enable keeping the work in distance.
“There are two options how to proceed with the Assembly to make it possible to keep the plenary work at a distance. The first is for the Assembly to make a decision to avoid the reform of the work done by 2/3 of the deputies present or the other option to make the amendment of the latter, which normally takes a lot more time and requires 2/3 of the votes of all MPs, to enable the country to develop remote plenary work, so online”, she stated.
The LDK has warned that today or tomorrow they will finalise the coalitions and hand over Avdullah Hoti's name as mandated to the president of the state. They estimate they will have no problems with vote insurance, even claiming they already have 64 deputies who will vote in favour.
As the AKR) has clarified its position against the new coalition, the LDK has agreed in principle with AAK, Initiative, Serbian List and minorities.
Remote voting is also considered an option in the United States. After the pandemic, millions of Americans are continuing to work from a distance, members of Congress can consider the possibility of voting long-term legislation..
