He said at a press conference that many restaurants, hotels and bars are facing an average drop of 50% demand. This has grown to 90% in areas usually known for tourism.
Baylan defended Sweden's decision not to keep society in isolation, saying it was important to ease the virus's economic impact while authorities dealt with the explosion, the BBC writes.
His comments come after five bars and restaurants at familiar nightlife points were closed in the capital, Stockholm.
Inspections were conducted following concerns some countries were not doing enough to encourage social distance between customers.
So far in Sweden, 2,194 victims from Covid-19 have been recorded and 18,640 infected.
