Under the authority of competition, the Government of Kosovo has largely ruled out offers that can provide companies for telecommunications services, excluding public Procuration Law procedures, and making it a natural monopoly, Kosovo's “Telekom”.
Under the Kosovo Constitution, Article 10: The free competition market economy is the basis of the Republic of Kosovo's economic adjustment. As such, the state institutions -- namely, the Government of Kosovo and the Kosovar Authority of Competition -- are obliged to implement this constitutional provision and the Law for Protection of Competition. Kosovo's EU integration and standards emerging from European Commission rules (TFEU's 101st) required to be achieved in this process is another determining and stimulating factor for the area of competition. The Stabilisation and Association Agreement, Article 74 and 75, serves as a catalyst for development and implementation of competition policies in line with European standards and practices.
