In the six-month report for Kosovo, to be discussed today (April 24th) by the Security Council, Guterres called for quick removal of obstacles to continued dialogue.
“I am encouraged by the personal determination and efforts of EU High Representative Joseph Borrell for the resumption of EU-brokered dialogue, as well as some measures undertaken by Belgrade and Pristina, with US support, to promote regional integration and co-operation”, Guterres wrote in his September 16th 2019 report until March 15th 2020.
Guterres said that despite the challenges, he was greatly encouraged by the activities of a joint working group for missing persons in Belgrade and Pristina, which continues to act with the participation and support of UNMIK and other agencies.
The UN Secretary General stressed that UNMIK's priorities (United Nations Mission to Kosovo) remain commitment to security, stability and respect of human rights in Kosovo and the region.
The report also says that despite the coronary pandemic and measures presented by the Kosovo government, U n NMIC is fully operational, but with limited capacity to implement activities and projects.
On behalf of Kosovo at the UN Security Council meeting, incumbent Kosovo Foreign Minister Glauk Konjufca is expected to speak.
This has been announced by his cabinet's chief, Kreshnik Ahmeti.
Mission UNMIK acts under UN Resolution 1244, which has been compromise between Western countries and Russia to end the Kosovo conflict. This mission is neutral towards Kosovo status. U n NMIC, after Kosovo's declaration of independence in February 2008, has borne all competencies to local institutions.
