At the point (e) the new halting point is said to be unable to afford more than one (1) passenger in the vehicle unless emergency cases are allowed more.

But does the passenger driver also count?
No, so Kosovo citizens can travel with their vehicles, two by two. One passenger ride.
The passenger is the driver who travels in the vehicle but holds little or no responsibility for the required duties of reaching his destination.
