Kosovo's “Constitution and the Law on Public Finances do not allow “government” except for those included in this law; legal taxes, customs and excises, loans of international credit institutions, state donations and grants, and public loan! He writes on his Facebook, follows Periscope.
In his response, he also mentioned the famous wartime funds as “3 per cent of” and “Vendres birth calls”, but which were founded during the time of Kosovo's state and its Constitution.

This call for “Fondin” is illegal in the sense of the rule of law, because it requires the creation of funds abroad and without legal support, as if in the era of “the” and the “Homeplace Fund calls for”, but that that that the world Kosovo was not sovereignised and couldn't collect money through legal resources (laws were the invaders) for the functioning of the “parallel states” in education, public health, social assistance, even after the weapons of war!
