Below, we are publishing the full address of Minister Vitita to the media and decisions made that even more restrict the movement of citizens.

Minister Arben Vitita's Education:

Another 79 new cases were confirmed last night with COVID 19 in the Republic of Kosovo. These difficult days, despite much of the recommendations that most citizens have observed, for various reasons including good weather these days, we have found not enough of these measures and recommendations to be respected.

After this situation, with the recommendation of the National Public Health Institute in Kosovo ( The IKBPK, due to the situation already created in the country and after the release of the recent cases with Covid-19 disease, the Ministry of Health today after lengthy discussions with Economy, Employment, Trade, Industry, Strategic Investments and Enterprises (MEPTINIS) Mrs. Roseta Hajdari, Interior Affairs Minister (MPB), Jelal Svecla and Minister of Management of Local Power (MAPL), Emilia Rexhepi and technical groups from these ministries, in co-operation with the mayors through the Commission Association, made decisions involving new measures for preventing and combating the communicious disease 19 to protect public health.

Dear citizens,

First, thank you for the cooperation and care shown so far. From now on, however, this care must be much more intense to keep the curve of infection flat. We can no longer tolerate mistakes and concessions in this situation where the health of our citizens and our lives is at stake.

Today it is vital that these measures, which will come into force from tomorrow, be carried out accurately by all of us. The respective organs will see to it that these measures are implemented to the precise extent. It may seem rigorous, but experience from other countries has taught us that if we don't act now, it may be late, and after a while we will again be forced to take these measures but at far greater cost to the lives of our citizens as well as to the health of the economy.

However, if we all cooperate with each other, institutions with citizens, we can ensure that these measures remain in force for as short as possible. It depends not only on us in Government, but also on all of you as citizens. It's the nature of the virus we're facing, that even a very small amount of disobedience on the part of some citizens could endanger all of us. The more we respect these measures, the sooner we will defeat the virus and return to normal life.

Especially these first two weeks will be critical. These first weeks will test our patience very much. We expect that the number of cases will rise markedly over the past two weeks, before it starts falling progressively but steadily. But once again, it all depends on our cooperation, our discipline, and our faith that with a brief period of rigorous limitations, we will get back to normal.

Let me read the decision involving these measures:

V E N D I M

I. By April 15, 2020, at 5: 00 p.m., the circulation of physical persons outside their homes/banes in the municipality is prohibited, Except the following:

(a)    For physics persons over 16 years of age The circulation is permitted for the supply of essential goods (food and medicine for people and animals/shops and hygienic products) and to carry out financial duties and needs (payers, bank jobs) 1 hour and a half a day, by set time day on the basis of the previous digit of their personal number. For foreign citizens who do not possess the personal number of the Republic of Kosovo, the allowed exit schedule is determined based on the pre-breaking figure of the passport number.

(b) During the circulation of physical persons for supplies of essential goods, is not allowed to be accompanied by any other person, except on two occasions:

(1)   People with limited abilities, who can only be accompanied by another member of the same family community, or by a special medical assistant and

(2)   People under the age of 16, provided they are accompanied by a member of the same family community with the same homes/banes.

(c) Due to the high risk of COVID-19 to older people recommended People over the age of 65 not to leave their home/house except in emergencies and necessities.

It should be noted that most citizens will have only this opportunity to leave home, once a day, for an hour and a half, to carry out the supply of essential goods, as well as tasks and financial needs.

However, to maintain the functioning of state administration and essential economic activity, we have agreed to make certain exceptions. 

(d) With special permission and Just to meet the needs of economic operatorsIt's possible:

(1) Free circulation for economic operators and pre-launched institutions on the list attached to such an Annex I decision. This will become public and all those economic operators who are allowed that.

(2) Free transport of goods and services to ensure the operation of the supply chain ʹ as a process involving actions from the first property to production, processing and service to transport products, distribution and sale to the latest consumer for allowed activities, according to and the institutions introduced in the bonded list like Anex I in this decision.

(e) With special driving permission and Just to carry out institutions' needs, free circulation is allowed for “the essential” of state institutions.

(f)     Only to carry out official tasks, the free circulation of institutions on the list attached as Annex II of this decision is allowed.

(g) In emergency health cases, exit from home/house is allowed to require medical treatment at a health institution.

(h) A physical circulation is allowed in cases where it is strictly necessary to care for one or more who is sick or one or more who is disabled.

(i) The ban on the circulation of physical persons outside their homes/banes does not apply in cases of victims of domestic violence. Victims of domestic violence are allowed to leave their homes/houses to seek refuge in an alternative location.

(i) It is not strictly allowed to exit homes/banes for any other reason than for reasons of high school, including social dating, family visits, etc.

2 / 1 For municipalities that are in quarantine or that are set in the future, based on IKSHP recommendations, there will be no introduction to the municipality Except on these occasions:

(a) With special permission and Just to transport goods and services to ensure the operation of supply chain As a process involving actions from first-hand production, processing and service to transport of products, distribution and sale to the latest consumer for the allowed activities, according to the institutions seen on the list attached to the Anex I decision. In addition to carrying out goods and services to ensure the functioning of the supply chain, the introduction from the municipality and is not allowed to economic operators, nor to their workers.

(b) With special permission and Just to carry out the needs of state institutions, for the “taf essence” of these institutions.

(b) at all times, keep a distance of two meters [2 m] from others.

(2) Free transport of goods and services to ensure the operation of the supply chain ʹ as a process involving actions from the first property to production, processing and service to transport products, distribution and sale to the latest consumer for allowed activities, according to and the institutions introduced in the bonded list like Anex I in this decision.

(a) With special driving permission and Just to carry out the needs of state institutionsFree flow of vehicles for essential staff is permitted.

(b) Automotive circulation is only allowed to carry out the needs of institutions, seen on the list attached to such as Anex's decision.

(c) Drive is allowed for disabled persons.

(d) In emergency health cases, driving is permitted to require medical treatment at a health institution.

(e)   In addition to the emergency and disabled, more than one (1) passenger in the vehicle is allowed.

(f) It is not strictly allowed to leave the house/house for any reason other than the reason why it's high.

Disrespecting the measures stipulated in this decision is considered, under the law, an administrative offense and fined 1,000 Euro to 2,000 Euro fines for physics persons and between 3,000 and 8,000 euros for legal persons, while the person responsible is fined 500 Euro fines by 1,500 Euros.

Decision goes into effect on signing day, and the same goes up to May 4, 2020. As the decision goes into effect, whatever previous provisions oppose the laws of this decision are abolished.

This decision by the Health Ministry will be reviewed in consultation with the National Institute of Public Health, experts and other ministries of the line to assess the efficiency and necessity of specific measures, as well as to decide whether to proceed with or not relevant measures.

 We will Re-analyse the epidemiological situation every day and in terms of each point and, after preliminary consultation, may change, complete or abolish the set measures.

Dear citizens,

I appeal to all of you to be cooperative and alert in applying these measures because any carelessness, however small, has a high price in losing lives.

The application of these measures alone depends on their duration. The more cooperative and united we are in this situation, the faster we will begin with the gradual removal of these measures. So please take care of your health, please take care of your family's health and public health of citizens.

Minister Rosata Hajdari asked for understanding by citizens and business subjects for these decisions, as did Minister Emilia Rexhepi, who said these decisions are intended to protect everyone's health!

Minister Jhelal Sfecla said he will co-operate with all inspectorates for implementing decisions that these difficult days will be passed as easily as possible by all.

Professor Nasser Ramadani said these decisions will significantly impact and have direct impact on preserving the health of Kosovo's population.
