The city last week declared it had largely stopped the explosion, as it recorded only a new infection within 10 days.
Local health authorities reported that the 16-year-old student is the first student imported to the city. They also claimed that the 16-year-old did not show symptoms.
According to the Municipal Wuhan Health Commission, Jou lives in the city's Caidian District and studies in the United Kingdom.
Authorities claimed that the 16-year-old, known as Jou, had travelled to Wuhan from Newcastle via Dubai and Beijing.
After passing medical examinations at the airport, he was sent to a single room to undergo medical surveillance.
He then travelled to his hometown from Beijing on March 23rd by train and was self-canrantinated.
The news became known after Beijing undertook new measures to monitor new arrivals from abroad, as well as so-called silent broadcasters amid fears that it created them could trigger a second wave.
China has so far recorded 691 new cases COVID-19, where the main source is the United Kingdom, according to official statistics.
More than 1800 people have died from COVID-19 and over 25,000 have been infected in the United Kingdom.
