On March 24th, Albania announced for 30 days the state of natural disaster across the territory due to the situation by the Coronavirus.

VANDOS:
The announcement of the life of natural disaster throughout the Republic of Albania due to the epidemic caused by COVID-19.
Limited rights guaranteed by articles 37, 38, 41, provisions 4, 49 and 51 of the Constitution to the extent considered necessary to achieve the preservation of citizens' health.
The Civil Emergency Interministerial Committee (KNEC), established with the decision No.750, date27.11.2019, of the Council of Ministers, “for announcing the state of natural disaster in Durres, Lezha and Tirana”, changed, is the highest body for co-ordination and co-ordination of state institutions and private subjects, as well as financial resources and material for coping with natural disaster due to the epidemic caused by COVI-19, up to 30 days of entry from the decision. KNEC member is appointed and State Minister for Reconstruction.
KNEC meetings attend, at the request of the mayor, representatives of various public, business organs, medical and public health field experts and representatives of civil society or OJF directors, with public health activities and humanitarian aid targets.
The Public Health Institute is appointed to the role of the KNEC Technical Secretariat, on natural disaster issues declared due to the outbreak caused by COVID-19.
To cope with and alleviate the effects of natural disaster, extraordinary measures are taken, as follows:
6.1. Public institutions:
A) to implement organisational and administrative measures to cope with the state of natural disaster;
b) use the expected financial resources in the annual budget, as well as re-evaluate their annual budget, in line with the performing of unforeseen additional spending;
c) make human and logistical resources available;
c) assign state objects to their administration responsibility, which may be made available for the housing of the evacuated population;
d) limit access to public environments, which have a broad interest;
and to stop gatherings, manifestations and strikes;e) limit activities to the minimum necessary for all public organs;
W) to quarantine all confirmed or suspected persons are affected by COVID-19;
f) create and secure quarantine areas with personnel, which provide preventative measures to avoid infection;
g) guarantee the conditions and staff qualified for specialized treatment at quarantine centers;
allow all employees of hospital and health centres to provide «needed material to avoid infection.
2. Civil defense system operational structures:
2a) establish and implement specific measures for ensuring and increasing the safety of the citizens in disaster-affected areas;b) to activate and organise quarantine procedures for the endangered population;c) to organise unilateral search of residences and private facilities for evidentification and treatment of persons affected by the virus;c) to limit the free movement for inside or abroad in accordance with the needs of natural disasters;c) to limit the development of economic activities in private compliance with disasters; to help the first persons affected by the virus and performed in hospital services; it has been restricting the developmental procedures of the facility; or funeral services. Private subjects:a) respect procedures and measures for quarantine;b) inform about data assisting institutions and protection structures in coping with the plight of disaster;c) to engage in specific tasks, in accordance with preparation, skills and the need to help overcome the state of natural disaster;c) to close or temporarily limit their activity;d) not collect road transfer fees engaged in coping with the state of natural disaster.6.4. Citizens:a) to implement orders, measures and guidelines of civil protection authorities, as well as to follow the required procedures, specifically for quarantine and suspension of activities;b) to inform about the data that assist public institutions and civil structures in coping with the situation of disaster;c) to engage in terms of preparation, skills and the need to help overcome natural disaster. All rights and freedoms restricted to acts, implemented by the law No.15/2016, “For preventing and combating infection and infectious diseases”, altered, and with actororormative no.3, 153.20, of the Council of Ministers, “for taking specific administrative measures during the period of infection caused by COVI-19x3>, remain in force. The Civil Emergency Interministerial Committee and all state and public institutions are being loaded to implement this decision.
