The government of Kosovo has ruled out in all the bids it can offer companies for telecommunication services, excluding public Procuration Law procedures and making the natural monopoly Kosovo Telekom <18x1>.
Under the Kosovo Constitution, Article 10: The free competition market economy is the basis of the Republic of Kosovo's economic adjustment. As such, the state institutions -- namely, the Government of Kosovo and the Kosovar Authority of Competition -- are obliged to implement this constitutional provision and the Law for Protection of Competition”.
Kosovo's <x0) integration into the EU and standards emerging from European Commission regulations required to be achieved in this process is another determining and stimulating factor for the area of competition. The Stabilisation and Association Agreement, Article 74 and 75, serves as a catalyst for development and implementation of competition policies in line with European standards and practices”.
“A competitive environment ensures that there will be potential entrances to <x1-garre” to produce a new product or offer a better service. As a result, strong competition represents the main driver of productivity and ensures that the market will remain competitive. From an actual competitive environment, it provides choices, better services, quality, competitive prices, and new products (innovation)”.
Standards must treat companies equally on the market. The avoidance of favourability and the creation of facilities for large enterprises enables the creation of companies that possess market power and prevents other companies from being competitive in the market, especially those companies that are at the same level of operating and offering services”.
For more, state bodies at all levels in the country are announced that the Kosovar Competition Authority is obliged by law, to be active for all forms of prevention, restriction or misuse of competition by companies, if these actions have effects on the market”, the Kosovar Competition Authority's media communique says.
