The announcement of the state of emergency, according to the Kosovo Constitution, by itself does not bring about any complementary measures for preventing COVID-19. The Kosovo government today has sufficient authorisations available to implement complementary measures for preventing COVID.
In practice, the only fundamental change is that the Council of Security of the Republic of Kosovo is headed by the government-backed prime minister, except during the periudWhen he's headed by the President. So those measures that the government is able to make itself would have to submit to the president's chairmanship.
The decision is required for two-thirds of the vote for this political maneuver.
