Security expert: It can be announced hours without declaring a state of emergency

Security Affairs expert Agim Musliu has indicated that no police hours can be announced unless there is a state of emergency, the first move that Prime Minister Kurti is required today to propose to the Government as an additional measure against the spread of COVID-19 pandemic.
