The commander of the Kosovo Security Force, Lieutenant General Nundman Rama, says the army will not demonstrate force, in case of an extraordinary situation in the country. In such a situation, he says, there will not be a classic isolation but there will be certain limits to citizens' health that [...]
General Rama says that the announcement of the state of emergency in Kosovo, as a cause of the conditions created by Corleone, should not be seen as a drastic move in which the military would demonstrate force.
We need to understand that the army does not arrest people, we need to understand, the military is in service and we have the Kosovo Police, we will co-ordinate and co-operate with them, but other institutions. It should not be taken as a drastic measure and we will demonstrate strength to our citizens, we are citizens, we perform our constitutional and legal obligations with understanding, and no normal human wants to have a state of emergency, it's come from nature, it's natural disaster. All that we're doing is done for the good of the country and the citizens, that's the point, I know there may be speculations, obligations and duties that arise for both the KSF and other institutions. We alone cannot afford this situation where we are”, says General Rama.
The KSF commander, in an interview for KosovaPress, says he is aware that declaring the state of emergency in Kosovo would be a new move but that, according to him, should not create panic because, in that form, the obligations of all institutions such as the constitution are envisioned, would only serve in the best interests of citizens.
I understand that there is a new measure that never happened in Kosovo, but we are not behind the Kosovo Army. This is also our kind of test, we've taken the measures and we're making our plans, going to that higher level of risk, but other levels, but there are forms and methods, but it's not going to be a classic isolation but it's going to be KSF and other institutions will be in co-ordination co-operation and will come to the aid of the country's citizens depending on the need they have”, Rama adds.
The commander of the Force, who is a member of the Security Council, says the goal is for citizens to be conscious, to apply the government's recommendations so the virus does not spread.
There will be certain restrictions if we see the case in Germ yesterday, or even in many parks at the level of Kosovo, it is not the intention that we in the sense to isolate them, but our main goal is to make awareness of people who do not need to come out because they help themselves and their families, but also us as institutions to carry out our duty and duty that we have constitutional and legal”, Rama adds.
Gen Rama says the KSF will come to the aid of all Kosovo citizens, indiscriminately, when asked about the northern part of the country, adds that the force co-ordinates activities even with the international factor.
All citizens without differences that are part of Kosovo, depending on the needs we will be helped. Co-ordination is needed with all the actors, it's not an interest that we create an abnormal state, but we have a problem, which is in this case the virus, that we're going to take all measures with our capacities, together with others, to prevent and overcome this situation as easily as possible”, he says.
The KSF commander says they have medical, logistical and professional facilities for dangerous matter, and that all are available to institutions if needed.
Meanwhile, it does not believe that it will be necessary to use KSF barracks as quarantine, but adds that they are available.
On March 13th in Kosovo, the first cases affected by Coronavirus were identified.
To date, the number has reached 19 people, while due to the coronary-created situation, the president has proposed to declare a state of emergency in the country.
Kosovo's prime minister has not supported this, while the Assembly makes the decision by two-thirds.
We remember that under the Constitution of Kosovo, the state of emergency can be declared when the Constitution of the Republic of Kosovo is violated, security or violation of the country's sovereignty and integrity, and in cases of disasters.
