When the state cannot defend public or national interest through legal order, then a state of emergency is declared. This situation, at its core, represents the suspension of legal order. It comes as a need for quick decisions and actions, which are impossible in the conditions when slow legal procedures of decision-making and its implementation should be respected.
Are we in a situation when the coronavirus is no longer able to fight with ordinary legal measures?
The president says yes, the government says no.
