An audit report for 2017 '2019, which he provided KOHA, the biggest violations, has been recorded in staff recruiting.
During these two years, the CEC has increased the number of positions not envisioned in organogram, but also without the competitive criteria being followed.
“new managerial positions of “are created, which are not defined by any regulatory document. By February 28th, 2019, three people have been appointed to these types of positions. These positions are nominated without internal or external competitive processes. None of these positions exists with any relevant organisational units, which would be guided by these” positions, the internal audit report at the CEC says.
In addition, the report says the number of advisers, such as those on the executive board, the governor's adviser and deputy governor, have increased, according to the report, are not necessary.
They had been assigned wages of between 700 and 2,000 euros.
And for these positions it is not precisely determined that the report points out that there is no document written on their salary fixing.
In an answer to TIME, the CEC has denied that they have been invented, saying that all are positions that have existed forever, adding that none of them are in conflict with domestic law or regulations.
Such appointments have led to increased employees at the CEC, whose positions are not included in the organisational structure and 2017 decision on the promotion and wage system in the institution.
According to the report, there are 55 such positions on the Central Bank's salary list.
According to this report, conscripts during these two years have even been made with dual criteria for similar positions.
- The new “Office has been requested: in three cases a (1) year of work experience, while in three (3) other cases two (2) years.
- <x0) In a (1) case, we are not required at all (preferable) and another (1) have no evidence.
- <x0)
- In a position for “-Zyrtar” and another for “Assistant” ) no specific university (field) preparation required, but only “university degree”.
According to the report, these standards can affect the quality of the results of adequate personnel selection.
But, although no additional clarification has been given, the BQC Media Office has only denied that in any case it applied double criteria to its employees.
“The CEC never applies double criteria to its employees. As mentioned earlier, the CEC has defined the structure and level of degrees for each position and depending on the position depends on compensation, if in this case balanced criteria are meant at the level of work”, the BQ Media Office said.
Meanwhile, the CEC in this report has also given its comments, stressing that all jobs in this institution are systematised and clearly classified and are also documented.
All jobs in the CEC are systematized and clearly classified. All of this is also documented. All jobs in the CEC have degrees, job descriptions and reporting lines. All of this means that there are job rankings and systematizations, and this is documented”, said among other things in the BQK's internal auditing report.
