The 54-year-old body, Thomas Schäfer, was found on a railway line near Frankfurt on Saturday morning.
Given the circumstances, investigators assume that Democratic Party politician (CDU) had committed suicide, police said in a statement, transmit Alsat.
Earlier this week, Schäfer had announced state financial assistance to those affected by the coronary pandemic, German media reports.
In a video message, the prime minister of the land Hesse, Volker Bouffier, reportedly alludes to the challenges Minister Schäfer is facing in dealing with the economic effects of the coronary crisis.
Other German politicians, including CDU leader Annegret Kramp-Carrenbauer. have expressed shock at Schäfer's death.
