Rescue workers are still searching for five-story hotel ruins.
Out of 71 initially blocked, 38 were saved, the Emergency Management Ministry said.
It's not clear what caused the crash.
Quanzhou City has so far recorded 47 cases of the virus.
The first floor of the building had passed to renovation since prior to New Year Lunar, the official Xinhua news agency said.
The hotel was reportedly opened in 2018 and had 80 rooms. It served as quarantine for all who had come in contact with the infected.
