Speaking in Istanbul, Jeffrey also said the US had already offered humanitarian aid and exchange of information to Turkey and pressured European allies to make an important contribution.
He said two days ago that the United States is ready to send ammunition to Turkey and humanitarian aid to northern Syria, where the conflict with Russia is deepening.
