For the regulation to be decreed, the EU Council and the European Parliament (PE) must approve.
In 28 EU member states with regulations made in 1981, each year the last Sunday of March the scorpions have been pushed an hour ahead, while the last Sunday of October scorpions an hour after.
The EP in the past year had agreed to a decision envisioning ending the clock change throughout the EU.
In the survey conducted by the EC, 4.6 million people had participated in the August 4th-16th.
84 percent of citizens were opposed to a different estimate of summer and winter.
