My precious place,
50 days of enthusiasm, challenge, I can enjoy serving you with honor and humility, where I felt the weight of public responsibility, the most important and the most challenging in my life.
As minister of a ministry that was spoken of by the farmer, I worked for them and with them with the greatest will and devotion, with my full professional capacities, always considering the need to produce food for over 300,000 families. I worked long and hard to mark the weaknesses and bad deeds inherited from now and for many years.
I inherited a debt to farmers of 25.5m euros between 2018 and 2019. Immediately after the adoption of the budget, we intensified the payment of these debts and made payments to 1,868 farmers worth 2,621,345.97 euros.
I found 151 employed with short-term contracts, which have been asked to manage from 50m euros in subsidies and grants annually, always under pressure that “contract cannot be continued”. I received the preemptive suspension of 7 officials, three of whom were senior officials, following confirmation of the indictment by the State Attorney. But I also encountered hundreds of honest, hardworking civil servants who have looked forward to the possibility of melting their minds and wrestling for their country.
With the American Embassy, Britain, Germany, Italy, France, and many organizations and donors we pledged to work hard to empower agriculture. We prioritized the accreditation of the Agency for Agriculture Development, put away for years, to increase transparency in the division of subsidies and grants, and to enable direct management of EU funds. We also started working on protecting Rahovec's geographical wine indicators.
I launched legal reforms for the exploitation of forest lands to unblock German strategic investments in renewable energy, pending two years, worth 169m euros.
To extend the hand to the productive farmer in this emergency situation to provide more food for our families, I reorganized the Ministry's supporting programs, focusing on spring crops and agricultural provisions, to increase the amount and quality of food produced by our farmers, our land, our families.
In co-ordination with counterparts in Bulgaria and North Macedonia, I secured the food supply corridor for livestock and poultry, thus avoiding a crisis for these two sectors that produce dairy, meat and ves for our families.
I extended the deadlines for implementing profitable grants projects so that farmers would not be punished without their blame if they were stuck in implementation. I have been joined by banks in Kosovo by implementing relief measures for these profitable projects. I also extended the deadlines for obtaining and continuing permits and licenses associated with the field of horticulture, plant protection products, waste, plant protection, seeds, livestock, forest, winetery, and farm consulting services
These jobs and many other projects we started will monitor and maintain with the same zeal and commitment. State service and citizens know no borders.
Kosovo gave birth, fed and raised. America educated me, gave me knowledge and professionalism. The LDK gave me the spirit of unity, co-operation, compromise, friendship with allies and efforts for the country's interests above all else.
On this road, I never stop!
