I want to stop myself from saying something too open. Sometimes I feel like I'm Scottish. I'm very Scottish now, especially after Brexit,” he said.
“Emotionally, I have no doubt that anyone would have been enthusiastic here [in the EU], in Brussels and throughout Europe, but we still want treaties and formalities. But if you ask me about our emotions, I think there's a genuine feeling. You'll only see empathy.
Scotland voted by 62 percent for Great Britain to remain in the European Union in the 2016 referendum, but English citizens had thought differently.
Such a statement is very encouraging to the citizens of Kosovo and other Western Balkan countries who in recent years have been treated with much contempt by senior EU officials.
In addition, Kosovo citizens continue to remain the only ones in Europe still facing the visa regime.
