Tahiri has stressed that this case will be sent to the court, calling on candidates to exploit their legal rights in this case.

In my political and legislative agenda during the time I led the Ministry of Justice, in full compliance with the recommendations of the European Union, the Embassy of the United States and various expert programmes, we worked on advancing access to justice through a large number of bills, including those for Noteria.
After passing all legislative phases, the new Law on Noteria was enacted in January 2019. The changes in it have been changes that enable faster, efficient and professional approaches to notary services closer to citizens' settlements.
Since taking office, I have accepted parliamentary questions and demands by residents of different settlements throughout the Republic of Kosovo, professional associations and the heads of several municipalities to decentralise secular services.
I've been and I'm proud that by law, the previous formula that created monopolies, 1 notary in 20,000 people, we've converted to 1 notary to 10,000. Following the adoption of the new law, preparations have been made for the exam process and then the appointment of a number of swimmers to meet emergency and gradually meet the needs with cases of vacante countries, retirement of leaving the duty of existing swimmers.
I've made sure that the most creditable and professional people in this area take place on the Noteria exam committee. The test questions were drawn there at the Centre for Public Security, and the test was kept under camera surveillance. Measures have been taken from the relevant mechanisms for avoiding conflict of interest, which has been proved by the competent Anti-Corruption Agency.
After publishing the list of people who have passed the swimming exam, our society has faced various audiences over the process.
There have been those who have fallen from the exam and who have opposed the same subjectiveness in the same way. There have been those who have had grounds for complaint, and the same have been given the opportunity to cope with appreciation. All these processes are perfectly normal within institutional activity.
The first breach of this process from an institutional process, into a politically manipulated process for the purposes of protecting the monopoly of existing swimmers generating millions of euros within the month, has made the Vetevendosje Movement, whose cause the former Commission for Legislation chaired today, the new justice minister.
In the context of this political controversy, outside of institutional, the local and international actors of “the quality of the consultancy” that our Kosovo is capable of as an experimenting country, i dealt with this cause, promising that following the generation of international-funded projects, they would review the law and that the process of appointing young swimmers should be left on the new government.
So, today when the new government is in force, the new justice minister has decided to cancel the process of recruiting swimmers. Thus, through this groundless annulment, unpredictably leaving no new law a single case for implementation, the logic of the new law has temporarily triumphed. Thus, the conspiracy mafia and the monopoly of existing swimmers have dominated.
Justice Minister has had the electoral promise to cancel this exam for which I have no problem, but this action for today's arbitrator will produce legal and administrative consequences because it presents flagrant violations of rights gained by citizens of the Republic of Kosovo.
Therefore, on this basis, I will defend this case in court, in administrative conflict and request recognition of the swimming exam for all candidates who have passed the exam.
At the same time, I call on each candidate to use the legal right to protect their legal interest in the face of this injustice.
