Specialised chambers and the Specialised Prosecutor's Office are responsible for investigating crimes allegedly committed by former members of the Kosovo Liberation Army against Serbs and some Albanians suspected of co-operating with the Belgrade regime during and before the 1998/99 war.
A media communiqué issued by the Specialised Prosecutor's Office says that the head of the Specialised Chambers has appointed a court of preliminary procedure “to review the charges handed down by the Specialised Prosecutor”.

What are the preliminary proceedings?
Prudimentary proceedings begin when the Special Prosecutor brings the indictment to the judge of the preliminary procedure.
The act is confirmed only if it is based on sufficient evidence.
If the indictment is confirmed, the accused is brought before the judge of the preliminary procedure and declared about guilt.
If the accused says he is not guilty, then other phases of the preliminary procedure follow.
If guilty, sentence is determined.
If the indictment is not confirmed, then the subject is dropped.
The Special Court, by the name of Specialised Chambers, functions with Kosovo laws, but its headquarters is at The Hague.
During 2019, over 250 former Kosovo Liberation Army soldiers have travelled to The Hague to interview international prosecutors of the Specialised Chambers, whether as witnesses or suspects.
Among them were former UKC high figures, which after the war were part of Kosovo's political scene.
So far, no charges have been filed.
