Rama warns fiscal amnesty

For the first time, Albania is expected to approve a start aimed at implementing one of the oldest debates in Albania, the amnesty of capital.

It was Prime Minister Edi Rama who said at the Congress of Socialists that the law that will soon be deposited in the Assembly will house all the assets of Albanians here and outside Albania, as well as their properties, forgiving the criminal responsibility of their failure.

The government head said he supported the citizens' fears of Operation Law Force, repeating once again that this action is not for them.

A lot of people are worried about the OFL, money and property informality in Albania is huge, we've addressed only one aspect of it, only of homes, but not money. 10 minutes to the end of general amnesty for all Albanians inside and abroad, for all money and all assets to declare. Edi Rama said that this amnesty will exclude those who have amassed wealth through criminal acts, politicians, officials who are subject to the Law to declare assets and prosecutors and judges. Forgiveness will be available only to those who have done honest work.

Who doesn't have money with drugs, terrorism, prostitution, all who are politicians, judges, prosecutors and property statements will be excluded, so they'll be accountable sooner or later, one by one, where we have it. When the deadline is over, whether you've committed crimes or not, if you don't use amnesty, fiscal, criminal, God is behind you. There's no such thing, when the deadline is up, the undeclared, all the assets outside will be declared here”

Paralysing comments that may come from international organisations, the prime minister said: “and not one or two organisations say it is not done, but the world will rise this will become”.

The initiative will lead to the benefit of subjects who declare property, paying a very small share of income tax, but receiving amnesty for hiding the income they have realised, an aspect that belongs to criminal work. The prime minister said anyone who does not declare during amnesty will be subject to the investigation by the OFL.

Capital amnesty has been cast several times for public discussion as an initiative that would set a line between Albania's informal and formal periods, but 84 votes have never been made in Parliament to pass the changes to its criminal amnesty.
