According to information from the German newspaper BILD.de, there were more than 30 injuries, about a third of which were seriously injured.
Police said the vehicle driver was arrested, but did not tell whether it was an accident or a deliberate case.
Witnesses told the German news site HNA that the driver seemed to have deliberately hit the children.
Police cars and ambulances rushed to the scene.
The town of Folkmarsen is located some 423 miles [423 km] west of Berlin.
The incident comes days after an armed person killed nine people in the German town of Hanau.
This has been described as Germany's worst racist attack since World War II./Periscopi/
