Kosovo Prime Minister Albin Kurti aims to take the Kosovo delegation's helm in dialogue with Serbia, but at the same time is also seeking the creation of a comprehensive team.
This leadership in the dialogue, Kurti has declared that he supports it in last year's Constitutional Court decision, which recognises the key role in foreign policy to the government and the prime minister.
In this respect, there is also the call Kurti addressed to Kosovo President Hashim Thaci to meet and unify Kosovo's position on important foreign policy issues.
But, Thaci, who for longer than a decade has been at the helm of the negotiation process, has not returned to Kurti at all.
After the eventual agreement with the president, Kurt's next mission remains to establish a comprehensive team, with representatives of power and opposition.
The Democratic Party of Kosovo, which is currently in opposition from its position, considers that Prime Minister Albin Kurti is not the person who could manage to form a unifying team for political dialogue between Kosovo and Serbia.
Elmi Recica, deputy of the Kosovo Parliament from the ranks of the Democratic Party, tells Radio Free Europe that Kurti has won the citizens' votes by fraud, saying, as he puts it, that he will not negotiate with Serbia and now, he stresses, “appears to have happened the opposite”.
“I believe it is not genuine, it has not been, neither then, nor now, honest and I don't believe it's the man who came to unify the state of Kosovo over talks with Serbia. It will be a failed attempt and is not genuine”, Rechica says.
The chief of the other opposition party's Parliamentary Group, the Alliance for the Future of Kosovo, Daut Haradinaj, tells Radio Free Europe that the first one to be known about continuing dialogue with Serbia is what will be discussed. However, Haradinaj stresses that the AAK will be a guardian who will protect the Kosovo Constitution and the independence of February 17th.
“means, this will be our firm stand. And, about dialogue, I don't think there's any need to be very comprehensive thesis until we have something concrete on the table. It is seen that the new prime minister has changed attitudes far. There have been many radical attitudes in the past, while now it is not in those positions and we do not know what he will discuss. It's not clear what agency you're going to get into dialogue with. There is no clear agenda, we have not seen at least”, Haradinaj says.
Analyst Butrint Berisha from the Pristina Institute for Political Studies tells Radio Free Europe that in the political situation in which Kosovo is located, the idea of Prime Minister Kurti's creation of a comprehensive team will be difficult to implement.
I think one of the first obstacles is the legacy of this process. As it is known, there were huge disagreements during the past mandate between the president and [current] prime minister on dialogue issues. I think this is going to be the first obstacle in the past. And another obstacle that I think will be problematic for the idea of Prime Minister Kurti is his so far approaching”, Berisha points out.
He recalls that when it comes to the question of dialogue, Kurti for a long time in opposition took a very strong stand against him by refusing to be part of the dialogue teams.
Prime Minister Kurti will find it very difficult to implement such a plan. It will be very difficult and I expect resistance from the president and from the current opposition to that idea”, Berisha adds.
Opposition political parties have repeatedly reminded Prime Minister Albin Kurti of the problems and challenges his government will face, warning him of powerful opposition.
Kosovo-Serbia dialogue is considered one of the biggest challenges for Kurti Government.
The United States of America has taken actions warning its involvement in the resumption of dialogue and mediation for reaching a comprehensive Kosovo-Serbia agreement.
Dialogue between Kosovo and Serbia, relieved so far by the European Union, has stalled since November 21st of 2018, the Government of Kosovo has imposed a 100 per cent tax on products of Serbia and Bosnia and Herzegovina in response to Serbia's aggressive diplomatic campaign to attract Kosovo's recognitions, as well as blocking its membership in international organisations.
Last month, President Donald Trump's special envoy for dialogue between Pristina and Belgrade, Ambassador Richard Green, has visited Kosovo and ordered Kosovo's political and institutional leadership to lift the 100 per cent tax on Serbia's goods, while Serbia has stopped the Kosovo state-recognition campaign.
