For the Kosovo publicist, Kurti's statements that “Agreements were not authorised by my government”, suggest that maybe Kosovo “has two governments”.

Did officials of Paul Lekaj or Lumir Abdixhiku sign the agreement?
It would be perfectly normal for officials of the Ministry of Transport and Infrastructure to sign agreements with Serbian counterparts, but to sign with Marko Djuriić, as head of the Kosovo office in Serbia's Government, this is first legitimising this fantomous office and second presents asymmetry in representation of states: Serbia state and Kosovo <x0m>ma little state” which the Serbian side calls Serbia's “South province”! ?
Albin Kurt says Paul Lekay's officials signed agreements he never saw?
On the other hand, Kurti was exposed by the coalition partner, the LDK, who supported the agreements signed by Lumir Abdixhik officials, not Paul Leka's, as Albin Kurti described! ?
How is it possible that government officials fallen after Prime Minister Haradinaj has resigned, to sign agreements with another state, behind the back of the government's chief?
How is it possible that the subordinates of the prime minister (those two MTI representatives should be civil staff of the Government) to meet and negotiate with Serbian state officials without their boss' knowledge?
If Kurti's sentence “is deconstructed the agreements were not endorsed by my government” it turns out that Kosovo has two Governments! ?
