Konjufca can download no ambassador without President Thaci's consent

Former Mayor Glauk Konjufca, now Minister of Foreign Affairs, has no legal and constitutional powers to dismiss any ambassador. All decisions for the highest diplomatic rank must go through the President's Office, writes Gazeta Express.
Konjufca has the legal power to make the proposal, but not also to make the final decision to return or dismiss an ambassador.
The Republic Constitution gives executive competency to the State Chief when the appointments and dismissals of embassy leaders are in question.
“Names and dismisss the heads of diplomatic missions of the Republic of Kosovo, with the proposal of Government”, writes at Article 84, Article 25 of the Constitution.

However, the head of the Ministry of Foreign Affairs can download or return to Kosovo each diplomat, including the consultants, if they claim to have violated the laws.

Under the Law, the president may demand the end of an ambassador's mandate if he applies to the ambassador himself; because of the negative assessment of his work; for violations of the laws; when the accepted state requires that;
The withdrawal of all other diplomatic representatives, not including the mission's chief, for the same reasons specified in paragraph 1 of this article, is done at the order of Foreign Affairs Minister”, writes in the Law on Foreign Service.
Days ago, Konjufca fired several diplomatic officials appointed by Behgjet Pacolli when the government was resigning. It was said that they were being fired after Pacolli violated the law when he took such actions. It is not known because of this legal offense that someone will be accountable to the Prosecution and Courts.
The latest scandal in the field of diplomacy occurred when news was sent by the president that Jamaica has recognised Kosovo. It later turned out to be false after such information was denied by Jamaica's chief diplomat.
Glauk Konjufca has warned he will take action against any diplomatic official who has committed violations over this recognition.
