What ex-government spent

Since July 19th, 2019, when the previous government took over the outgoing government title, the expenses of only travel, labor, lunch, and gas total more than 159 thousand euros. The expenses of former Prime Minister Ramush Haradinaj and 11 former ministers -- out of a total of 21 -- are in place.

On July 19th, 2019, Ramush Haradinaj has resigned from the position of Kosovo prime minister. His resignation followed the invitation he had received from the Kosovo Special Court with headquarters in The Hague, where he was invited for an interview in the quality of war crimes suspect.

Radio Free Europe, January 14, 2020, using Law No. 06/L-081 for access to public documents has asked for answers from all the government ministries of the past government for spending during the government's term in resignation.

During this period of the quality of outgoing prime minister, Ramush Haradinaj, for trips, hires, tickets, acomodation and derivatives have spent over 13 thousand euros, while 88 thousand euros have been spent on two state ceremonies.

In documents provided by the REL, there is no explanation for the ceremony. Totally, the outgoing prime minister, from July 19th, 2019 to 20,2020, has spent between 101 and 144,000 euros.

During this period of time, these are the costs recorded by REL by former Kosovo Government ministers:

  • Valdrin Luka, former minister of economic development, has spent 10,468m euros on July.
  • Rrustem Berisha, former defence minister (July 15th), 5,715 euros.
  • Bedri Hamza, former Finance Minister (July 15th), 7,257 euros.
  • Ismaili Bridge, former Health Minister (20.07,2019 14.01. 2020) 2,442 euros.
  • Cameron Gashi, former Culture Minister (20.07.2019)14.01.2020) 640 euros.
  • Muzafer Shala, former Minister of Innovation and Intervention (Korric) 4,593 euros.
  • Ekrem Mustafa, former Minister of Internal Affairs (Korric) 10,544 euros.

  • Adrijana Hodzic, former cabinet manager of the Local Power Management (Koric) 1,606 euros.
  • Mahir Yagcilar, former minister of Public Administration (20.07.2019\14.01.2019) 3,813 euros.
  • Rasim Demiri, former Regional Development Minister (2007,2019)26.12.2019) 4, 973 euros.

The data was confirmed by the ministries mentioned themselves. Free Europe Radio has called for answers from all ministries of the past government.

These ministers have not returned the response:

  • Behgjet Pacolli, former foreign affairs minister.
  • Dalibor Yevtic, former minister for Kthim and Communists.
  • Dardan Gashi, former minister of Diaspora.
  • Pal Lekaj, former minister of Infrastructure and Transport.
  • Gift Hoxha, former European Integration Minister.
  • Abelard Tahiri, former justice minister.
  • Skender Recica, former Minister of Affairs and Social Management.
  • Shyqiri Bytyqi, former Minister of Education, Science and Technology.
  • Andrew Shala, former minister of trade and industry.
  • Dijana Zivic, former Agriculture Minister, Forestry and Rural Development.

Some of these ministers have vowed that in the coming days they will return the answers, while others have not been warned at all.

Civil society representatives consider the sum of spending high, as they say the government has been on the run and some of the competencies have not been able to exercise.

Arton Demhay from the Organisation for Democracy, Anti-Corruption and Dinjitia re, doubts the greatest value has been spent on quarantine and lunch, whether before or during the election campaign for the October 6th early parliamentary elections.

 

 

The allegations exist that former ministers, but also former prime minister (Ramush Haradinaj), have used official cars at meetings that have been held before the campaign or even during the campaign, as this period includes pre-field and election campaign. In addition to the official cars, these officials have spent money from Kosovo's budget for lunch and dinner, which are very expensive”, Demhaja said.

Free Europe Radio has failed to confirm whether there have been abuses in spending by the former government composition. In September last year, at a time when political parties had entered pre-election campaign, civil society had also raised concerns about the misuse of official cars in the campaign.

Official travel, lunches and official dinners, as well as other expenses, are scheduled on the basis of an administrative instruction 2004) 07 for official trips.
